Changed parameters, most of them to default values #9

changed parameters and organized them in the files so that they are defined in the same order as they are enumerated in the corresponding ros package summary (to help when editing). Most of them were changed back to their default values, the ones that are not in default value have a comment saying what is that value. I also keep the old param files in folder scitos_move_base_params/old just to make it easier to revert anything that's not working well

Has this been tested in reality and simulation? If it indeed works better, then let's merge it, sure.

the dwa planner parameters were not great, i'm going to close this one and do the pull request for what i;ve been using during the patrolling testing
