Moving Launch files to scitos drivers #77

which is not a metapackage anymore but will behave the same as tested by @cdondrup

As I said in the chat: make a package scitos_bringup not put it in the metapackage but make the metapackage depend on the new scitos_bringup

also, I noticed you didn't include all the launch files that originally were in scitos_robot. What about scitos.launch etc.? Why not simply moving the whole package here?
