[scitos_bringup] sicks300 defaults to send_transform #63

This means that the sicks300 driver is broadcasting a tf transform. Since we are also doing it in the state_publisher, the laser frame jumps around. Could be solved by passing send_transform:=false to sick300_driver in s300.launch.
