Add mdp tasks service #265

First pass on ability to add "mdp tasks" (i.e. domain spec and some constraints) to the executor.

This is for #263

@bfalacerda this is my first stab at this. it runs but I've not tested it extensively. Please can you have a play and let me know if this does what you want? rosrun task_executor example_add_cosafe_client.py will give you an example of it running

I tested this an it does what i want, but jenkins doesn't like it. I'm also having issues with my PR, but I don't get what's wrong
