Task id persistence #292

This update stores the last task id used in mongo and therefore makes sure task ids are unique between runs. This makes analysis easier later.

@heuristicus @bfalacerda if either of you are running stuff on Bob or locally, please could you check this runs for you? I want to add it to Betty.

Did a quick test and it works OK. Need to make sure that the database machine has the new message type.
