Merges in ORI developments from elsewhere #311

This brings in our code changes for multi-robot system and various integration projects with other codebases. It also removes some bits that we no longer support.

The merge was relatively straightforward, but due to interactions with nav policy execution it requires https://github.com/strands-project/strands_navigation/pull/369 to be merged first.
