stop loading stuff from scitos_2d_navigation #54

As discussed in https://github.com/strands-project/strands_movebase/pull/52

This is done to make this repo self-contained. We will have the costmaps being configured as voxel maps regardless of usage of chest cam, but will allow for it not to be used, for running it in simulation.

Any volunteers? :)

also get a copy of amcl.launch in this repo
