[strands_bringup] navigation launch file needs no_go_map even if with_no_go_map is false #105

Thanks to line https://github.com/strands-project/strands_systems/blob/indigo-devel/strands_bringup/launch/strands_navigation.launch#L10 even if you start strands_navigation.launch with with_no_go_map:=false the launch file will break if you don't define one.
