a modal dialog can be displayed (see README.md for details) #98

This introduces a new feature into the strands_webserver. A modal dialog box can be displayed (on all displays) by publishing on a topic. This is needed for the AAF deployment to be able to communicate important system-related notifications to the user. Details can be found in the README.md

I'm not sure who's in charge of this now as @cburbridge left. @hawesie you may want to have a look as this could be useful also for security deployment as well? And @cdondrup should have a look as I intended this as a means of communication mainly during the walking group, but also in general to display "maintenance" messages on the robot's screen.

If I can get a quick comment on this soon, I'll re-release strands_ui after the merge.

As nobody complains... I'll merge this myself so I can make further progress.
