Region observation #18

Based on robot's current position and using soma2 region information, it calculates if the robot sees (or inside) a region or not and stores the information how long the robot sees that region.

There is no soma_map_manager in Jenkins? It is surely there in https://github.com/strands-project/soma/tree/2.0/soma_map_manager
