LifterStreamline - Allow access to restricting course by date from Lifter #3136

When Streamline mode is activated, the LifterLMS Restrictions Tab is removed.

Lifter allows courses to have an Enable Enrollment Period by date. Can we let this feature continue to work when in Streamline mode?

This was hidden on purpose. Let's ask @ideadude if he thinks we may want to fix it somehow.
