Allow admins to set pre-selection between credit cards and PayPal #9

By default the "Checkout with a Credit Card Here" option is selected. Can add option to the Payments & SSL tab to pre-select either credit card or PayPal.

We do no plan to support this at this time I am going to close this and will resurface if we hear this request is becoming popular.
