Automatically approve "old" approved members. #86

Describe the solution you'd like If a user had been approved previously for a membership level that requires approval. There should be an option to have them automatically approved if they had expired and signing up for the same level. Once the user is approved, they 'could' be approved for all levels. This maybe should be another setting.
