“Required Membership” fields are not available while submitting an event from the front end (they are available in the backend). in this case user is using Events Manager Pro and available on free version. The paid version of The Events Calendar offers a front end submission option.

I think moving forward we could offer a gist for this. To automatically restrict any newly created event for now.
