From the members support forum:

One thing that I am sure will be really confusing for customers is the part where only EU customers need to select a country from the drop-down box. I am quite sure that customers outside of the EU won’t really understand and will look for their country in the list – and if they can’t find it this will cause confusion and loss of sales.

Would it be possible to have a country list of ALL countries in the world? Then, any EU counties selected will have VAT added, and non-EU selections will not have the added VAT. I think this will make it much more user-friendly.

It would be preferable to set a condition so that the Vat number is only asked for when the billing address country is in the EU. This is how most EU VAT ecommerce plugins work.

This is how ours works as well... unless you are using a gateway like PayPal, where we don't show the billing address at checkout. Then the EU VAT section is always shown. In that case (and we should update our docs to note this) you'll need to use our Add Billing Address addon to add it there. https://www.paidmembershipspro.com/add-ons/plus-add-ons/capture-name-address-free-levels-offsite-gateway/

If it's not working that way, let me know the steps to reproduce it.
