Change luxemburg standard rate to 16% for year 2023 #54

Accordingly to the official communications, the standard rate for Lux during 2023 si 16% instead of 17%.

Resolves #53

@andrewlimaza I don't agree.

Even if this tax rate change is temporary, it's a fact that the Lux rate for 2023 is 16% and it be like that forever. It's not something you put in place and maybe you want to remove sometime later on.

I also think this kind of adjustment should be released as soon as possible bc people in Europe which are relying on this addon, are also trusting the rates we apply. Wrong rates means complexities with the accountants, when it comes to tax payments at the end of the year, wrong invoices, and so on.
