Changes proposed in this Pull Request:
Added new settings for scroll behavior and banner close/dismiss behavior.
This needs to be wired up to work. The page session dismiss vs. always show on new page (that's the current behavior) as well as the scroll behavior. We are going to add a feature so that when you scroll down the banners show but when you scroll up they hide.
