A clear and concise description of what the feature is

A new CheckCircleEmpty icon.

Why should this feature be included?

We'll need it to improve the Bulk Publish and Releases features.

Please provide an example for how this would work

You'll need to follow these steps:

Download the check-circle icon from Phosphor (the selected style should be "Bold").
Rename it to CheckCircleEmpty.
Add it to the design system.
