error: [ERROR] To, Cc or Bcc is required when tranfer data from locale to remote #86

Describe the bug

After tranfering tranfering data using command npm run strapi transfer -- --to https://admin.test1020.xyz/admin --only content

receive error error: [ERROR] To, Cc or Bcc is required when tranfer data from locale to remote

when I use npm run strapi transfer -- --to https://admin.test1020.xyz/admin --only config it works fine

I am using nginx so a followed up the hint from docs image but it don't work

Maybe it is something related with amazon ses provider ?
