Using the new dictionary-based world-info. Tasks are not translated correctly.

• POPF hosted on heroku is used to solve the domain.
• The domain is numeric, non-temporal.
• The problem generator only uses a single agent and plans for a single task.
• Resource properties are not modelled in the planning domain.
• The executor dispatches actions in sequence, waiting for the agent to become IDLE.
• The dispatcher skips the get_commands request immediately after dispatching an action, as the agent remains IDLE for that call.
• The config was updated to create a smaller instance for testing the PDDL.
