Added compact "get building name" method in Building.
Renamed config keys for mods, max, and initial values for buildings.
Refactored creation of initial buildings and sites.
Refactored building modifiers dictionary to be keyed by building names.

Everything works for me. The only functionality that has changed is that all buildings are drawn with the same colour. I think this can slide for now, since task buildings are being drawn on top of one another, which is a more serious limitation and we can fix both things with an overhaul to the visuals (perhaps low priority).
