This PR includes the following changes
Remove logic from WalletController and Create Wallet Service to allow for re-use and consistency between different Transports (Currently RestApi and SignalR - "RPC requires more investigation")
ServerSide Paging for history, future versions of Core to use infinite scroll
Full Async support on Wallet Controller, with cancellation tokens
SignalR GetMessages now Async with linked CancellationToken, restricted to 10 seconds execution time
Add Ability to send SignalR Messages, currently implemented to configure SignalR Broadcasters from the client
Improved Test composition by using AutoMock.
Created BoilerPlate code for Controllers to force consistency of validation and error handling for RestApi's
