This PR patches in the Wallet Service and SignalR improvements that we in 3.0.8.0 into 3.0.7.0 as these are pre-requisites for 3.0.7.0 and we cannot use 3.8.0 for Stratis Core 2.0 as this is a major .net core upgrade and not fully tested yet
