Added testnet checkpoint #4141

This speeds up node synchronization on testnet, looks like checkpoints for it were updated >4 months ago.

GetLastCheckPointHeight_StratisTestnet_ReturnsLastCheckPointHeight StratisTestnetIsInitializedCorrectly
