Create config option for backup Template Providers #427

Currently if the pool role loses connection to its TP it should/will disconnect all miners. It should have the option to fall back to a backup TP so it can send out new valid jobs to the miners. If the pool tries to connect with all the TPs and fails then it will disconnect all miners and continue to try to connect to a TP in its configuration until it succeeds, at which point it allows miners to reconnect.
