pyopy/pymatbridge/oct2py are bsd, hctsa/ompc are gpl, I do not like gpl #6

Not a big deal as anyone wanting to use this will anyway need to download HCTSA independently, and parts of OMPC are already distributed with oct2py. Just keep all licenses together in the licenses dir.
