Doesn't crash, if there is an old annotation file with instance_id instead of class_id
Allows moving bounding boxes which have already been placed
Unfortunately, due to the way the translate controls are implemented, it would require quite a bit of refactoring to get moving bounding boxes to work like moving rectangles in the move tool. So to move existing bounding boxes, you have to click on the box in the add tool and then moving using the translate control.
Might have look at moving and resizing boxes using the move tool sometime later.
