pdfarranger: Initial commit #22

Let this package stay here until core team decide to include it in main repository. I am looking forward to be the maintainer if this package. Reference

Build order should be:

  1. python-setuptools-scm-git-archive
  2. python-pikepdf
  3. pdfarranger

Fine for me, but please, move python-pikepdf to group-2 in the series file and pdfarranger in group-3. I know that at this point, alphabetically ordering them - as it's done in the series file - already guarantees proper dependency handling in the build process, but groups separation is done for this purpose. Furthermore, packages belonging to the same group are built concurrently: this could lead to break the dependency at build time.
