tar and binutils no need to be added as builddeps.

The build dependencies do not add up to me: how all those dependencies are supposed to be needed if the source file is only a deb package which needs to be extracted only to be turned into an eopkg?

Those builddeps are needed to make correct abi_used_libs. See here https://hasteb.in/enatamip.css. It means that when you install this packages, all necessary run dependencies are pulled too.
