[BUG] Improve Clarity for Empty Livestream Table on Organisation Homepage #686

Describe the bug When there are no livestreams for an organisation, it is not clear to the user due to an empty table on the homepage. There is no informative message or visual indicator.

To Reproduce Steps to reproduce the behaviour:

  1. Create a new organisation
  2. Observe the homepage with an empty livestream table

Expected behaviour An informative text and an image should be displayed to indicate that the livestream table is empty.
