Allow API-serving production instance to be used for taking backups too

Two features are required:

• [x] option to enable auto-backups and auto-snapshots based on hostname (for running the backup in kubernetes statefulsets only on one of the vms)
• [x] option to delay taking snapshot for a number of seconds during which the healthcheck will return "NotServing". This will allow the loadbalancer to detect the node as offline BEFORE making it unavailable for snapshot or pitreos backup
