Added functional requirements based on issue #61 #62

As discussed in today's telecon I've added two additional functional requirements based on the discussion in issue #61

why is this necessary? how is the basic definition, that the stream comprises "RDF Datasets" not sufficient. there is a note in the section where that appears, to the effect, that it should play a more general role in the document. would that suffice?

Are you referring to the requirements document or the document on abstract syntax and semantics? In the latter I think it's pretty clear that it should be possible to support it in queries based on the model (as clarified by @greenTara), but I don't really think it's clear that it will be supported given what is currently in the requirements document. I added the requirements so that we don't forget to discuss this, since none of the examples are actually accessing named graphs or annotations in a window.

if it is not supported, then the queries are not working with an rdf dataset.
