Show marker at the border to find near quests #871

Followup of https://github.com/westnordost/StreetComplete/issues/642

The app should show a marker at the border of the screen when no other quests are shown, so I can find the nearest quest.

This is blocked by https://github.com/tangrams/tangram-es/issues/1371.

https://github.com/tangrams/tangram-es/issues/1371 appears to be implemented in 0.10. It means that this is blocked by "migrate to tangram-es 0.10" (#1279).

1279 is in turn blocked by https://github.com/tangrams/tangram-es/issues/2033

A little bit blocked by https://github.com/tangrams/tangram-es/issues/2141 , though a workaround would be possible.
