Downtime will be required for switching production to the new single server code: https://github.com/codeforamerica/streetmix/pull/442

[x] schedule downtime with @migurski and @louh
[x] send a few tweets out to followers
[x] add an announcement banner to streetmix.net

Deployed to production on Heroku.

@louh FYI, my announcement banner is pretty hacky. If you have better ideas for how to do it this time, or for future announcements, please feel free to modify.

I like it, Drew, and I agree we should have something in place we can re-use for future announcements. This is a good place to start. I'd recommend putting some kind of "dismiss" button or link that makes it go away. I could probably whip up something pretty quickly in just a little bit.
