Updating GitHub actions in a variety of ways. Because of the nature of this PR, it is being created early to enable testing. Will remain open until development finishes.

Goals for this PR:

Update checkout action to remove security warnings
Workflows only trigger on PR or manually, not for every push
Streamline workflow definition with matrices
Add code quality checks
TODO: Maybe more?
