Allow locking of entire notebooks, as well as topics #182

Say you have a job that has a sensitive nature, and you'd like to keep all of your work documents in a Notebook to keep everything separate. It would be beneficial to be able to lock the entire Notebook rather than locking each individual note. It could also be nice if you could lock specific Topics of a Notebook, which could be used to, for example, lock all of your finance information within a "personal" Notebook. Overall, it would add more control of what notes are password protected and which ones aren't.

+1 for this. I might want to unlock a given notebook from the/a vault for a given reason, or a given topic, and it would be helpful to be able to lock the whole notebook, or topic, again in one action.
