Dragging to do list item to the top doesn't scroll up the list #4025

Create a long to do list that goes beyond the bottom of the window. Then click and drag a to do list item from the bottom to the top. Verify the list doesn't scroll upward. Instead, you have to drop the item near the top, scroll upward, and repeat.

There has been no progress on this bug for over seven months. Could we please have an update? Thank you.
