Prompt to enable notifications #4201

The "add reminder" button will hang if notifications are not enabled. The button event should check if notification permissions are disabled, and if so, prompt the user to fix it.

This is reproducible on Microsoft Edge which annoyingly doesn't show a prompt to enable notifications.

I think we should show a toast telling the user to enable notifications instead of doing nothing.
