Lots of thoughts surrounding this. We could solve for a full-blown stage, or first solve the need to dedupe items, as that's likely lower cost, and provides value in that votes for the same idea don't get split up.

Update: Just had a great chat with @mtcarlso, and feel great about the chat, as the ideas that came out of it will allows us to build this feature incrementally, first for something that works for both mobile AND desktop, then building out the desktop-specific experience.
The mobile AND desktop experience, at a high level: Users are able to select an idea to "group" with another idea (or "group" of items) via an icon that's exposed on each idea in the grouping phase.
We can deliver a relatively low cost UI update, that will necessitate much of the backend work required for grouping, as well as a lot of the connective tissue in the action creators, reducers, and components.
Drag and Drop isn't really viable for mobile. But mobile users need a means of interacting. Then we deliver the drag and drop interface on desktop.
