Build voting screen layout in CSS

Scope

• One part of the strikeDAO will be to quadratically vote on up to three issues at a time. The screenshot above shows how this voting screen will look like. In preact-nominal-allocator, we're already taking care of building the functional component:

• However, the screen includes further element that either have to be built as one page or through building multiple individual components.
• I think, apart from the component of the preact-nominal-allocator, nothing else needs to be outsourced into its own repository.

Deliverables

• Given the page screenshot above, layout a page in CSS + HTML that equates the design.
• For mobile, have the three proposal rectangles collapse from a column-based layout into a row-based on (put them under each other)
• Somehow make the "vote progress bar" stick to the bottom of the screen.

Update on the voting screen: Above you can see that the left screen is when there are still credits to allocate for voting. And right is when no more votes can be allocated.
