This PR adds pushing of the Drain Cleaner Helm Chart to the Quay repository as an OCI artifact during the release. It also updates some of the pipeline steps and setup scripts to match the changes done in the Operators pipelines as it is easier to copy paste things when the YAMLs are in-sync.
