Copied source from the PoC repository.

Changes made:

updated license headers
changed source packages to io.strimzi.kafka.metrics
bumped some dependencies
added .gitignore
added scm, issueManagement and license sections to pom.xml

Thanks for the feedback!

I added a short javadoc to all main classes. It's definitively something that will need to be improved.

I think we should get it merged as the initial import ... and then work on the further changes in a separate PRs. We will anyway need changes to the Maven build to publish the builds, Javadocs for that as well etc.
