Implement the Delete Topics feature for the UI #161

Implement the delete topics page for strimzi ui PatternFly. This page is visible on the details view for the topic. Images of the delete topic view can be seen in the below image:

It can also be seen in the jump links for the topic. Click on the jump link will take you to the delete topic section shown above.

Additionally you can delete a topic from the list of topics using the actions that are available action cell.
