As a city coordinator, I should have access to user management

As a city coordinator, I should be able to manage my city and add shelter managers, typists, and other city coordinators.

Rules Ability to add users and assign if they are a city coordinator for my city, to add shelter managers for my city/cities (or any of my shelters), or add a typist to for my city/cities (or any of my shelters). Ability to change a 'regular user' to city coordinator, shelter manager, or typist for whatever cities i have access to Ability to edit/remove shelter managers and typists for my city/cities

Everything seems to be working, except for the shelter field (when selecting typist or shelter manager).

Right now, you can add a typist/shelter manager to shelters that are outside of your own permission levels. Screenshot below

Screen on left is the permission settings for user Screen on right is that city coordinator logged in creating a new typist. Note, they can add a typist for north shore shelter (a shelter in a city they don't have access to)
