CSS handling enhancements #22

- Look at CSS Tidy and see if we can integrate that into the JSB build 
process.

- See if we can add some pseudo-class parsing for CSS similar to some of 
the JS attributes that get parsed out of comment blocks (class, seealso, 
etc.)
