Enhance project output path handling

Need a way to specify arbitrary output build paths and map them to 
doc/source/build targets as needed.  Probably still needs a little thought 
to work out.  From IM:

seems like there's a step that's missing where the user would essentially 
add all of the paths they want at the "build settings" tab level -- so 
instead of just build, source and docs, they could add as many or few as 
they want and map them as needed
then those would be available in the target window as you mentioned
or something like that :)

doesn't show what files you want to include
instead it displays the projects structure
and there would be a dialog where you add files and folders
two views
the projects view
and the structure on disk can be whatever
similar to an ide
its a lot of work though
