Please install either Docker or the pandoc package and re-run `build` #87

comply build fails with the subject message. OS: Ubuntu 18.04 Comply: 1.4.1 pandoc: 1.19.2.4 pdflatex: 3.14159265-2.6-1.40.18 Docker version: 19.03.6

You'll need to install pandoc on your system. Here are their install steps: https://pandoc.org/installing.html

Looks like it needed the newer pandoc version. Thanks. Now comply sync fails with 404 error. Will check this.
