Update swagger-ui dependency to fix vulnerability #265

Update swagger-ui dependency to version ^3.23.11 to fix three moderate vulnerabilities referenced in:

@jemmaengz1202 Thank you for the pull request. Unfortunately, upgrading to swagger-ui v3 is not easy at all, please join the discussion in https://github.com/strongloop/loopback-component-explorer/issues/263.
