Gateway: initial save is triggering replace dialog #1528

steps to reproduce:

  1. create a policy
  2. create a pipeline
  3. add policy to pipeline
  4. create new mapping
  5. choose pipeline in new mapping
  6. click Save

  1. click mapping and hit Save button again - dialog is always triggered
