Api analytics does not load pids #1543

To repro -

  1. I have 2 pm's added through Arc Process Manager. The first pm has NO app deployed to it.
  2. The second pm has an app deployed to it and valid pid's, but when I select that from the drop down I get an error that says "No processes found. Check the status of the host or try another."
  3. You can use ec2-52-8-64-149.us-west-1.compute.amazonaws.com:8701 as the second pm and localhost:xxxx with no app deployed as the first pm.

This just got easier to repro. Even with just 1 pm with valid pid's I cannot get api analytics to load the pids. The same pm works for metrics and tracing
